Nonpoint Targeted Runoff Management Program (TRM)
(s. 281.65, Wis. Stats., and ch.
NR 153, Wis. Adm. Code)
Governmental units and tribes can be reimbursed up to 70 percent of eligible
costs associated with installing Best Management Practices (BMP)
to limit or end nonpoint source (run-off) water pollution. Grant
awards cannot exceed $150,000. Grants are made for specific projects
and have a 2-year implementation time frame. Examples of eligible
projects include:
- Barnyard and feedlot protection practices.
- Design as part of construction.
- Detention ponds.
- Livestock waste management practices.
- Stream bank protection projects.
- Wetland construction.
TRM grants may not be used to fund the following:
- Projects to control pollution regulated under Wisconsin law
as a point source. This includes:
- Activities to meet permit requirements for large livestock
feeding operations regulated under ch. NR
243, Wis. Adm. Code.
- Municipal or industrial activities to meet permit requirements
under ch. NR
216, Wis. Adm. Code.
- Construction site erosion control and post-construction BMPs
for new development.
- Projects that are not water quality based (such as dredging,
or projects to solve drainage or flooding problems).
Efforts are focused in critical watersheds and lakes where nonpoint
source-related water quality problems are most severe and control
is most feasible. Projects are selected based on a competitive process
until all available funds have been allocated.
