Detailed information: Installation of the project will temporarily impact approximately 7.91 acres of wetland and permanently impact less than 0.01 acres of wetland. The project includes the installation of a permanent outfall structure on the Root River. The pipeline will cross a total of 22 navigable waterways, 3 of which are proposed to be open cut/dredged to install the pipe. In addition to the wetland and waterway permit review process, the DNR has analyzed the proposed project using the environmental impact statement (EIS) process.

The project includes the installation of two new process heaters, two new asphalt storage tanks and the modification of a number of existing refinery processes, including the fluid catalytic cracking unit, the vacuum unit, portions of the crude unit, the alkylation unit, a petroleum storage tank and cooling tower no. 1. Detailed information: In December 2018, the Wisconsin DNR signed an agreement with the Bad River and Red Cliff Bands of the Lake Superior Chippewa tribes pertaining to fish harvest allocation and harvest management of the shared Lake Superior fishery. This rule implements portions of the 2018-2028 Lake Superior Fishing Agreement by updating the total allowable commercial harvest for lake trout, revising the requirements for using and marking nets and other gear, modifying certain areas in which commercial fishing is allowed and making minor revisions to harvest reporting requirements and the time frame for returning unused trout tags.

Detailed information: Under the federal water pollution control act (Clean Water Act), the U.S. Environmental Protection Agency (EPA) has a responsibility to promulgate rules addressing the impingement and entrainment of aquatic organisms at cooling water intake structures. Effective January 17, 2002 and October 14, 2014, the EPA promulgated rules that specify requirements for New Facilities and Existing Facilities that address impingement and entrainment at cooling water intake structures. In order to be consistent with the EPA-promulgated New Facilities and Existing Facilities Rules, the Department of Natural Resources is proposing to create ch. NR 111, Wis. Adm. Code. A second hearing will be held Sept. 11 in Wausau.
